    Update to Service Charge Budgeting, Approvals, and Invoicing

    ADREC is standardising how Community Service Charge Budgets are calculated across the real estate market. Annual Service Charge Rates will be segregated into three categories — Community Service Charges, Master Community Fees, and Surplus/Deficits (based on community audit reports). ADREC will issue up to four approvals per year, and owners will receive between two and four invoices clearly showing what they are paying for.     Further to amendments to Law No. (3) of 2015 on Real Estate Regulation in Abu Dhabi, new mechanisms for the collection and payment of service charges have been approved.     ADREC highlights the urgent need to allocate the correct amounts prescribed in the Reserve Fund Studies (RFS) for asset and component replacement. ADREC has noted that asset-replacement funds are frequently underfunded and that asset management plans, book values and terminal values are required.     2027 Budget Breakdown (Updated Community Budget Template)

    ADREC has updated the Community Budget Template to standardise how service charges are segregated and approved. Budgets are split into a General Fund (GF) for annual operating expenditure (OPEX) and a Reserve Fund (RF) for capital expenditure (CAPEX), with some communities also carrying Shared Services Charges and Master Community Fees.
